Abstract
Les recommandations internationales concernant la gestion des eaux transfrontalières s’appliquent traditionnellement pour des pays riverains, concurrents sur le plan économique qui ont des législations très distinctes, des populations de cultures et de langues différentes et qui ne possèdent pas de systèmes de suivi de la qualité de l’eau à l'échelle supra-nationale. Ces présupposés ne sont pas toujours pertinents dans les pays de l'ex-Union Soviétique et en particulier dans le bassin du Dniepr. Il y a donc lieu d'adapter ces recommandations en reconnaissant les atouts institutionnels communs de ces pays nouvellement indépendants tout en intégrant les contraintes de l'héritage industriel et de la transition économique en cours. La formation continue pourrait jouer un rôle essentiel dans le cas précis du bassin du Dniepr.
