Abstract
Cet article porte sur l’impact du tournant néolibéral sur la volonté d’autodétermination des peuples autochtones au Canada. La « gouvernance néolibérale » est en général associée à une plus grande décentralisation et une nouvelle valorisation de l’autogestion en matière de programmes et de services publics, ainsi que par une pénétration plus soutenue de l’économie de marché au sein des communautés. Derrière ces tendances lourdes se profile également une nouvelle conception de la citoyenneté reposant sur une éthique de responsabilisation et d’autonomisation des individus. Nous soulignons les effets potentiellement contradictoires de la gouvernance néolibérale et de cette nouvelle éthique citoyenne pour les Peuples autochtones à partir de l’expérience respective des Cris de la Baie-James au Québec et des Gitxsan de Colombie-Britannique, deux Nations autochtones qui tentent, à leur manière, d’adapter leur projet d’autodétermination à cette nouvelle donne.
