Abstract
Résumé L’objet de cet article est une tentative de détermination de la spécificité de la télématique dans le cadre des administrations publiques. Cette caractérisation de la télématique administrative est effectuée par une analyse à plusieurs niveaux de ses traits distinctifs. Notre démarche repose sur l’hypothèse de départ selon laquelle l’introduction et l’usage d’une innovation télématique sont fortement influencés par le contexte dans lequel elle s’insère. Notre objectif est de mettre en évidence l’influence considérable des variables contextuelles sur les choix en matière de télématique administrative, avec l’idée sous-jacente que certaines de ces variables sont des contraintes incontournables, tandis que d’autres autorisent une certaine marge de manœuvre. Nous illustrerons le propos au moyen d’extraits d’études de cas réalisées au sein de ministères fédéraux belges. Ces études de cas ont été menées au moyen d’une méthodologie essentiellement qualitative, basée principalement sur des interviews semi-directives.
