Sous l’influence de la Nouvelle Gestion Publique, les gouvernants ont accru depuis les vingt dernières années leur recours aux services des consultants en management du secteur privé. Certains observateurs ont même parlé de ‘consultocratie’ pour décrire le nouveau pouvoir des consultants dans la gestion publique. Analysant le cas de la réforme de l’État en France depuis les années 1980, cet article montre que l’existence d’institutions comme l’École nationale d’administration (ÉNA) et les grands corps a eu pour effet de restreindre l’accès des consultants au marché de l’Administration centrale. Dans d’autres pays, le vide causé par l’absence d’institutions comparables à l’ÉNA a fait en sorte que les décideurs publics ont davantage eu recours aux consultants pour moderniser l’État.
