Abstract
Les fondements de la crise actuelle de l'État canadien découlent de la modernisation de l'économie politique québécoise au cours de la Révolution tranquille. L'ascension d'une nouvelle classe moyenne a passé par l'élargissement du rôle de l'État provincial aux domaines des affaires publiques hier administrées sur une base locale et communautaire : les affaires sociales, la santé, l'éducation. Les perdants : le clergé francophone et les anglophones québécois, qui fondaient leur autonomie sur les institutions locales; l'alliance entre les marchands anglais et le clergé, scellée par le pacte confédératif, devient alors périmée. Par ailleurs, quand l'engorgement des secteurs étatiques réduit les possibilités d'absorption des nouvelles élites francophones, celles-ci se heurtent aux chasses gardées anglophones du secteur privé : la question de la langue fait alors brusquement surface sur la scène politique. Cette structure explique l'insignifiance de la politique des langues officielles et impose une renégociation des cadres fédéraux de l'État canadien.
