Abstract
Entreprenant une réflexion sur les politiques sociales à partir du cas du Brésil, l'auteur souligne que dans un contexte où une grande partie de la population est exclue, il existe non pas une, mais des citoyennetés multiples. L'analyse des politiques sociales doit tenir compte de cette réalité complexe. L'auteur propose d'y travailler en utilisant le biais de la dynamique démographique. L'idée étant que cette dynamique est à la fois tributaire et productrice d'inégalités sociales. Il explore ainsi l'articulation entre certains indices démographiques et les phénomènes d'urbanisation et de pauvreté. Il montre qu'avec un taux de croissance démographique qui chute, la part relative de la population infantile dans la population totale est en diminution. Les enfants étant ceux qui souffrent le plus, cela se traduirait globalement par une diminution du taux de pauvreté au Brésil.
