Abstract
The Quebec health and social services system has, since its creation in the 1970s, given great importance to mechanisms aimed at giving ordinary citizens a role in governing decisions at both the regional and institutional level. Based on an analysis of nearly 40 years of experience in this area, this article will discuss some of the characteristics of participatory processes as well as the practical and theoretical challenges posed by the deployment of mechanisms for public participation. To conclude, it will suggest some courses of action that might foster the achievement of participation-based outcomes, while avoiding some of the potential pitfalls.
