Abstract
La santé constitue un enjeu politique majeur pour les Québécois. Pourtant, si les lois qui encadrent le système de santé prévoient une place pour les citoyens dans sa gouvernance, la participation citoyenne a souvent été qualifiée de rendez-vous manqué. Cet échec trouve ses causes dans les choix qui ont présidé à la création du système de santé moderne, il y a cinquante ans. Ces choix ont conduit à concentrer la totalité des questions réellement politiques au sein et autour de l’hôpital et des médecins. En retour, cette situation a conduit à l’émergence de groupes puissants qui évincent le citoyen de la gouvernance du système. Ce constat n’est pas nouveau, mais l’étude de ce phénomène et des luttes pour la légitimité au sein du système a été quelque peu abandonnée ces quinze dernières années. Cet article vise donc à encourager le débat sur la question.
