Abstract
La perspective des marchés bureaucratiques sert à analyser les relations entre les politiciens et les hauts fonctionnaires en s’appuyant sur des attentes stables à propos des rôles des deux parties. L’évolution des systèmes de gouvernance et des responsables peut cependant déstabiliser et renforcer l’ambiguïté à propos de ces attentes. Hong Kong fait partie de ces régions où l’évolution du système de gouvernance a déstabilisé les rôles des hauts fonctionnaires, leur offrant de nouvelles possibilités de faire des allers et venues entre les rôles administratif et politique. Nous allons examiner le cas de Hong Kong en analysant le passage d’un marché colonial de type dépositaire à un marché de type agence. L’étude de cas permet de mieux comprendre l’applicabilité de la notion de PSB dans des conditions caractérisées par un nouveau système de gouvernance et des rôles politiques et administratifs instables. Remarques à l’intention des praticiens Les rôles des politiciens et des fonctionnaires sont parfois moins stables qu’on ne le pense. L’évolution des structures de gouvernance peut aussi bouleverser ces relations, et mener à des contestations du pouvoir et à une instabilité.
