Abstract
Le modèle de Parc national mis en place par l'État depuis 1960 n'est pas parvenu à trouver sa place sur le territoire, handicapé par son aspect descendant et réglementaire. Malgré cet échec et la transformation rapide du contexte scientifique et politique, l'État a mis du temps à proposer une réforme de son outil. Les tergiversations du législateur aboutissent finalement en 2006 à un non-choix qui renvoie la responsabilité des arbitrages à l'administration chargée de la mise en œuvre de la nouvelle loi. En conséquence, les Directions des établissements des Parcs nationaux sont mises en tension, écartelées entre des scènes de gouvernance et des choix irréconciliables, qui pourraient conduire à terme à la remise en cause du modèle français des Parcs nationaux. Dans ce contexte, l'avenir des institutions des Parcs nationaux sur le territoire passe par leur capacité à se construire une légitimité locale et une pertinence d'action, sans oublier la question de fond de la refonte de leur modèle.
