Abstract
Résumé Cet article s’inscrit dans le contexte de la mise en application d’un certain nombre de projets de lois adoptés en vue de la réorganisation municipale au Québec, dont le projet de loi 170 sur les fusions municipales. À partir de la situation de fait que créent les projets de lois adoptés et pour faciliter la démarche d’intégration des gestionnaires municipaux, les auteurs proposent une grille d’analyse qui prend en considération le mode de fusion et l’attitude des acteurs pour dégager quatre processus d’intégration : l’intégration désavouée, l’intégration en passe d’enlisement, l’intégration souhaitée et l’intégration orientée vers le projet. Sont ensuite précisés trois grands enjeux de gestion, soit la construction d’une vision partagée, le maintien de l’alignement stratégique et la réalisation des synergies, le tout visant à soutenir un modèle d’intégration orientée vers le projet. En conclusion, les auteurs insistent sur la réappropriation par les citoyens, les politiques et les gestionnaires municipaux du développement socioéconomique des villes nouvelles. Cela tracera les perspectives de l’intégration communautaire au Québec.
