Les élections législatives de 2009 mettent en évidence au Mexique une transformation des règles pragmatiques de la compétition politique ainsi qu’un problème de représentativité. À travers le cas « Juanito », d’abord élu représentant de l’arrondissement d’Iztapalapa dans le District fédéral puis destitué de son poste, cet article propose d’analyser comment cette transformation participe aux problèmes de gouvernabilité qui se présentent dans cette circonscription. La destitution d’un candidat démocratiquement élu questionne le principe de libre élection de représentants par des citoyens. Cela a des effets directs sur l’exercice du gouvernement en remettant en cause la légitimité du nouveau dirigeant. À l’origine on retrouve, d’une part, l’utilisation politique du droit par les protagonistes comme stratégie pour sortir du conflit politique et, d’autre part, le développement d’une « politique de pactes ». Dans quelles conditions a lieu cette destitution ? Comment les acteurs parviennent-ils à se servir d’une diversité de recours juridiques pour faire tenir leurs promesses ? Quels sont les effets de l’exercice de ces pratiques pour le gouvernement d’Iztapalapa ? Ce sont des questions auxquelles cet article se donne pour objectif de répondre.
