Abstract

La coopération internationale avec l’Afrique est, en ce début de millénaire, dominée par la politique du partenariat. Le partenariat est ainsi devenu un des thèmes majeurs des relations internationales à l’ère de la mondialisation. Cette étude aborde par conséquent le partenariat comme un fait international qui, sur le plan théorique renouvelle et enrichit l’analyse internationale en combinant réalisme interétatique, flux transnationaux et éléments éthiques et, sur le plan pratique, c’est-à-dire de sa mise en oeuvre effective, véhicule toute une vision du monde et redéfinit le jeu de l’influence mondiale. Il met en jeu rapports de force et normes éthiques ; d’où son approche à partir de la tension entre puissance et normativité. À l’épreuve du partenariat, l’Afrique non seulement s’intègre dans la mondialisation mais aussi modifie sa position internationale. Le partenariat est aussi un champ pratique de mise en oeuvre de la puissance africaine.
