Abstract
Libéralisation, stabilisation macroéconomique, restructuration et privatisation, réformes juridiques et institutionnelles, l’action structurale fondamentale vers une économie de marché semblent acquis. Aussi, dans cette orientation, cet article relève que conformément à un système de marchés ouverts et concurrentiels, la gestion des difficultés de la transition des pays de l’Europe de l’est vers une dynamisation économiques doit viser essentiellement à : 1) l’accélération adaptative des investissements productifs publics aux changements structurels ; 2) une structuration favorable à l’initiative et à la coopération des actions publiques et enfin, ceteris paribus , 3) favoriser une meilleure exploitation du potentiel stratégique d’innovation publique. Ainsi, il existe une interrogation sur le rôle que la norme de production publique est appelée à jouer dans l’élaboration rationnelle des stratégies de stabilisation macroéconomique et de concurrence dans les économies en transition.
