Abstract
Résumé La mise en œuvre de nombreuses réformes économiques en Amérique latine a engendré l’insatisfaction. La piètre performance des économies latino-américaines, malgré ces réformes, peut s’expliquer par la faiblesse de trois variables importantes : un faible taux d’investissement productif, un manque de pragmatisme et d’uniformité dans la recherche des équilibres macroéconomiques et une absence ou une insuffisance persistante de flux de capitaux à long terme, de ressources technologiques et de formation de la main-d’œuvre. Une économie prospère est basée sur le fonctionnement efficace de ces variables. L’auteur de l’article analyse les différentes variables susceptibles d’améliorer les économies latino-américaines. Puis, il se penche sur les politiques qui favorisent la croissance de l’équité. Enfin, il indique les moyens qui permettraient à une «réforme des réformes» d’atteindre l’objectif d’une croissance équitable.
