Peu d’études examinent la contribution conjuguée des technologies de l’information et descommunications et des nouveaux modes d’organisation à l’amélioration du fonctionnement del’État. S’appuyant sur cinq programmes ou services publics mis en ligne par l’État québécois,l’auteur montre que l’utilisation conjointe des technologies de l’information et d’un moded’organisation en réseau permet aux organisations publiques d’améliorer à la fois l’efficience deleur fonctionnement interne, la qualité des services qu’elles offrent et l’efficacité de leurspolitiques et programmes. L’auteur conclut que, même à l’ère des réseaux et de la gestionhorizontale, les organisations publiques reproduisent certains traits bureaucratiques qui, parailleurs, ne les empêchent pas d’être performantes.
