La politique nationale de l’eau (PNE) du Québec a été présentée en 2002 par le gouvernement Landry (Parti québécois). Des expériences prometteuses tentées quelques années auparavant ont en effet conduit le ministère de l’environnement à développer des instruments de planification à l’échelle des bassins versants et à encourager la gouvernance locale de l’eau. Il s’avère cependant aujourd’hui que les moyens alloués à la PNE sont insuffisants au regard des objectifs initialement affichés par les pouvoirs publics. En particulier, les organisations de bassins versants demeurent en partie inopérantes faute d’argent. La mise en place de redevances pénalisantes visant les pollueurs, les consommateurs et les aménageurs s’impose désormais pour alimenter de manière beaucoup plus importante le Fonds national de l’eau du Québec, destiné à financer la PNE.
