L’étude des politiques belges à l’égard de la francophonie institutionnelle fournit un cas de figure intéressant. Elle révèle la conduite parfois « excentrique » des relations extérieures d’une petite puissance au fédéralisme « avancé ». Cette conduite résulte du couplage entre une culture politique particulière (respect du pluralisme et du principe de subsidiarité, démocratie consociative) et un système institutionnel original aux conséquences peu communes. Les rapports de la Belgique fédérale à la francophonie confirment l’hypothèse suivant laquelle la politique étrangère de ce pays est définie de manière relativement autonome, c’est-à-dire sans qu’interfère lourdement le poids de contraintes imposées par l’environnement international. À cet égard, la différence avec d’autres fédérations mérite d’être soulignée.
