Le Canada et la Suisse sont deux pays qui ont initié des réformes de type nouvelle gestion publique. Les stratégies employées sont bien évidemment différentes, du fait des institutions politiques respectives. Nous pouvons néanmoins identifier un point commun : l'émergence de nouvelles problématiques éthiques liées aux changements en cours. Dans cette communication, nous présentons la nature des réformes entreprises au Canada et en Suisse tout en soulignant les nouveaux défis éthiques que ces dernières impliquent. Nous exposons ensuite les solutions qui ont été envisagées par les deux pays pour faire face à ces nouveaux défis éthiques. Sur la base de ces développements, nous constatons que la régulation des comportements individuels et collectifs des agents publics canadiens et suisses s'effectue sur la base de « contrôles externes » (codes éthiques ; déontologie), mais également de plus en plus sur la base d'une socialisation par des valeurs professionnelles nouvelles (qualité du service à la clientèle ; flexibilité ; innovation ; créativité ; efficience ; efficacité ; etc.). Nous soulignons que ces contrôles externes et que ces nouvelles valeurs sont aujourd'hui insuffisants pour permettre aux agents publics de développer leurs propres facultés de délibération éthique, condition incontournable pour développer l'éthique dans les administrations publiques modernisées.
