Abstract
Cet article analyse la construction sociale des problèmes politiques soulevés dans la conduite de l’action publique, par l’étude des rapports dialectiques entre technique et politique dans le cas des projets d’aménagement urbain à Paris en France. Les aspects techniques et les aspects politiques des problèmes ne sont pas figés. En particulier, des problèmes initialement techniques de mise en oeuvre de l’action publique peuvent devenir politiques. À travers ces processus de problématisation politique de l’action se construisent, d’une part, la légitimité des questions portées sur la place publique et traitées par l’action publique et, d’autre part, la légitimité des acteurs qui posent ces questions.
