Abstract
Les initiatives des pouvoirs publics territoriaux pour le développement durable se caractérisent par l’émergence d’un processus d’institutionnalisation, rendant le recours aux pratiques évaluatives nécessaire. Pour comprendre l’impact de ces pratiques sur les politiques de développement durable cet article mobilise la théorie néo-institutionnelle. La partie empirique s’appuie sur une étude multi-niveaux des discours des acteurs publics territoriaux impliqués dans l’évaluation d’actions durables. Les résultats montrent la délicate appropriation par les acteurs publics des principes du développement durable. L’évaluation devient un outil de légitimation et de structuration de l’action « durable », définie autour d’une norme commune. Des modes de gouvernance renouvelés et un effet d’apprentissage organisationnel émergent.
