Le débat public sur l’autoroute A12 (France) en termes d’effets : une analyse en trois temps

Abstract
Cet article étudie un processus participatif officiel : le débat public organisé, de mars à juin 2006, par la Commission nationale du débat public (CNDP). Ce débat avait pour objectif de s’interroger sur l’utilité d’un projet, attendu par certains habitants et leurs autorités locales depuis 1965 : la construction du prolongement d’une autoroute dans les Yvelines (Île-de-France, France).Notre analyse examine ce débat à travers un cadre d’évaluation pour les approches participatives. Ce cadre d’évaluation distingue trois types d’effets, correspondant à trois échelles de temps différentes: 1) Les effets procéduraux reflètent les effets du débat à court terme (meilleure qualité et utilisation de l’information du processus décisionnel et conditions de la participation du public). 2) Les effets substantifs traitent de l’impact du débat sur la décision finale. Ils ne peuvent être évalués qu’une fois la décision effectivement prise. 3) Les effets contextuels reflètent les effets de long terme du débat sur les communautés locales et, plus généralement, sur la société et les institutions. Notre étude montre comment ce cas d’étude peut être apprécié à la lumière de ces trois effets.
