Abstract
La question cosmopolite trouve toute son importance au sein des Sciences de l’information et de la communication en ce qu’elle fixe le fait politique à partir d’un double rapport : celui qui se produit entre l’individu et le collectif et celui qui a lieu entre le local et le global. Dans une perspective habermassienne, ce double rapport peut se traduire par une approche du politique articulée selon deux axes : celui de l’action et celui de la communication. Cet article propose une distinction entre ces deux concepts et en fait le pivot d’une conception cosmopolite des institutions non nationales à la lumière de laquelle le cas de la guerre en Irak peut être en dernier lieu analysé.
