Abstract
Mediante la utilización de una encuesta que representa a la nación, este estudio examina el desempeño de la protección social en Azerbaiyán desde el punto de vista de reducción de la pobreza. La evidencia empírica presentada sugiere que los programas de protección social han ejercido un impacto importante sobre la mitigación de ese flagelo. No obstante, este último aún registra considerables dimensiones. Los resultados demuestran que el actual sistema de protección social adolece de varias limitaciones importantes. Primero, una proporción significativa de la población pobre no está cubierta por el sistema de protección social. Segundo, los pobres reciben comunmente del total de beneficios una parte más pequeña que los no pobres. Por último, la mayoría de las transferencias sociales son demasiado escasas para sustraer a las familias de la pobreza. El actual sistema de protección social de Azerbaiyán requiere más fortalecimiento. En particular, el gobierno tendría que desarrollar e implementar nuevos programas de asistencia social destinados específicamente a reducir la pobreza.
