Abstract
L’étude empirique de la construction d’une structure de gouvernance autonome par la minorité arménienne d’Azerbaïdjan permet de dépasser plusieurs arguments conventionnels. Au-delà du « gel » diplomatique du conflit, la dynamique d’étatisation du Haut-Karabagh transforme les équilibres internes, contribuant à modifier les conditions de la résolution du conflit. La continuité du statu quo diplomatique conduit à un décalage croissant entre les accords politiques négociés par les parties et la capacité réelle à les appliquer sur le terrain, ne faisant qu’ouvrir une structure d’opportunité favorable à l’émergence d’un État de facto . L’objectif de l’entité politique autonome n’est pas de négocier la division des pouvoirs étatiques au sein du territoire azerbaïdjanais, mais bien de sortir de cet État. La résolution du conflit ne dépend donc pas simplement de facteurs externes, ceux-ci se combinant avec des enjeux internes qui renforcent la prévalence du statu quo. Le conflit n’est donc pas « gelé », la situation sur le terrain étant aujourd’hui très différente de celle en vigueur lors du cessez-le-feu de 1994. La force de l’inertie est avant tout une stratégie politique visant à favoriser dans la pratique une politique du fait accompli pourtant diplomatiquement inacceptable et à imposer de jure une souveraineté de facto imparfaite.
