L’institutionnalisation du développement durable dans le domaine de l’architecture induit diverses transformations dans le recours à l’expertise, à propos desquelles les architectes arborent des positions hétérogènes. Certains d’entre eux constituent des supports aux évolutions des politiques publiques, et tendent dès lors à être considérés comme des experts. D’autres, au contraire, doutent de, voire contestent, l’orientation normative qui s’en suit, par opposition ils peuvent être appréhendés comme de potentiels experts de l’expertise. Ces doutes sont considérés comme relevant d’un problème d’information, voire d’inertie au changement, par les pouvoirs publics qui ne cherchent dès lors pas à en tirer des enseignements. Visant à éclairer ces divergences d’opinions et de positions en matière de supports à l’action publique, la présente contribution aborde deux objets : l’implémentation de l’instrument de certification passive dans la politique énergétique bruxelloise, et les arguments d’architectes sceptiques, voire contestataires, ayant eux-mêmes réalisé un ou plusieurs bâtiments passifs. La confrontation de ces deux objets d’analyse met en évidence des divergences d’appréhension des notions de développement durable et d’architecture.
