La répartition des non-répondants à la question sur la langue maternelle aux recensements de 1971 et de 1976

Abstract
Aux Canadiens n’ayant pas répondu à la question sur la langue maternelle au recensement de 1971, Statistique Canada a attribué une langue maternelle déclarée par un membre de leur famille immédiate ou par un voisin habitant le même secteur de dénombrement. Au recensement de 1976, par contre, on n’a effectué aucune attribution de langue aux non-répondants. Pour 1971, rien n’est connu ni sur le résultat du procédé d’attribution, ni sur le taux de non-déclaration de langue maternelle à un niveau autre que fédéral. Nous présentons cependant de nombreuses observations indiquant qu’en 1976 tout au moins, le taux de non-réponse a varié de façon significative selon la région et le groupe linguistique. En particulier, au Québec en 1976 les francophones auraient répondu le plus régulièrement à la question, alors que les groupes linguistiques ni anglais, ni français auraient accusé les taux de non-réponse les plus élevés. En comparant les résultats de 1971 et de 1976 au niveau provincial ou infra-provincial, il convient dès lors d’attribuer aux non-répondants de 1976 une langue maternelle sur une base aussi conforme que possible à la stratégie très locale d’attribution employée pour 1971. Pour suivre l’évolution intercensitaire des compositions linguistiques du Québec ou de Montréal tout particulièrement, il importe que Statistique Canada publie une répartition linguistique des non-répondants de 1976 qui serait obtenue par la même méthode qu’en 1971.
