Certains gestionnaires et élus municipaux au Québec ont actuellement entre 50 et 60 ans. Compte tenu, d’une part, du peu de diplômés universitaires dans leur entourage – les gens scolarisés sont habituellement des lecteurs – et, d’autre part, de la quasi-inexistence d’une bibliothèque publique dans leur environnement immédiat au cours de leurs années de scolarisation, ces personnes ont hérité et transmis des habitus en matière de culture où la lecture et le livre ne sont pas des pratiques culturelles courantes.
