This article analyzes the first chapter of the 2009 spring Report of the Auditor General of Canada to the House of Commons concerning gender-based analysis, in which Sheila Fraser provides the first critical evaluation of the implementation of gender-based analysis in Canada. She finds that most of the ministries reviewed still do not make systematic use of gender-based analysis and concludes that Canada has failed to comply with its national and international obligations to implement women's substantive equality under the Convention on the Elimination of All Forms of Discrimination against Women. The author recommends that given the government's continued lack of leadership in this area, Parliament should move ahead with the adoption of legislation that requires the federal government to use gender-based analysis and to implement the auditor general's recommendations.
