Abstract
Is health care expenditure containment a possible (desirable) goal ? The containment of health care expenditures, which has a been a recurrent problem in developed countries for last quarter century, has been once again at the centre of debates in France with the reform proposed by the government, who faces a degradation, at an unknown level, of the Health accounts. The failure of the plans which were successively implemented since 25 years in this field, leads some people to question the possibility of controlling the evolution of health care expenditures. But, beyond this question, nevertheless studied in the second part, this paper mainly proposes to explore its legitimacy. The concept of health care containment is defined in the first part. Then, the legitimacy of this concept is analyzed from the health, the economics and the social points of view, distinguishing the three dimensions that composed it, i.e. the expenditure increase, the nature of this growth and at last its financing.
