Abstract
<titre>Résumé</titre>Les doctrines fédéralistes ont toujours fait peu de cas des collectivités locales et de leurs gouvernements, lesquels sont rarement pris en considération dans la Constitution et les dispositifs institutionnels de systèmes fédéraux éprouvés comme ceux de l’Australie, du Canada et des États-Unis. Pourtant, les collectivités locales sont désormais de plus en plus liées à l’administration fédérale sur le plan budgétaire et sur celui des services sociaux. De plus, on peut affirmer que l’échelon local en général et les villes internationales en particulier joueront un rôle plus important dans les décennies à venir. Il sera peut-être plus prononcé encore dans les nouveaux systèmes fédéraux. Il importe donc de prendre en compte les collectivités locales si l’on veut essayer de comprendre l’évolution de la gouvernance fédérale.
