Abstract
Cette étude cherche à mieux cerner les paramètres du débat actuel en France sur la décentralisation par une analyse de la situation dans les Etats fédéraux du Canada et des Etats-Unis. Après avoir constaté la pérennité du débat sur la décentralisation en Amérique du Nord, nous identifions ce qui distingue le débat contemporain des précédents. La décentralisation est défendue traditionnellement à gauche comme moyen de mieux intégrer les citoyens, et d’avancer vers la création de nouvelles formes de démocratie participative. Nous attirons donc l’attention sur l’étrange alliance qui s’est créée sur la question entre ceux-ci et un courant politique d’inspiration néolibérale qui y voit plutôt un moyen de réduire la présence étatique dans l’économie. Nous nous focalisons sur ce paradoxe et cherchons à expliquer pourquoi la droite libérale s’est saisie du projet de décentralisation, tant sur le plan stratégique que théorique. Cette analyse du débat sur la décentralisation en Amérique du Nord fournit des enseignements à d’autres pays tentés par l’expérience, et permet de clarifier les enjeux
