Abstract
Cet article analyse le travail du comité ad hoc Adonnino réfléchissant à l'Europe du citoyen dans le contexte historique de la relance de Fontainebleau (juin 1984). Les mesures promues par le rapport final du comité relèvent de deux sphères perçues comme étant complémentaires : accroître les droits des citoyens européens et développer une stratégie identitaire par la symbolique européenne. Ces mesures devaient rapprocher l'Europe de ses populations. Elles sont évaluées à l'aune de l'historiographie publiée sur les thèmes de la citoyenneté et de l'identité européennes et des effets immédiats décelables au travers des Eurobaromètres.
