Abstract
L’article aborde la question des limites et des possibilités de la gouvernance locale à partir de l’analyse des conditions d’émergence et de développement d’une initiative locale de développement. L’étude du projet Angus permet aux auteurs de relativiser l’importance de la gouvernance locale dans une opération de revitalisation industrielle. La recherche montre bien la possibilité de tirer des leçons et d’apprendre de cette expérience. Elle indique aussi que cette dernière se déroule dans un contexte particulier. Au-delà de la singularité du projet, l’article indique toute l’importance de la gouvernance locale lorsqu’elle est perçue comme un espace de médiation appelé à combiner plus ou moins fructueusement des objectifs et des intérêts plus divergents que convergents. L’apport de l’étude de cas Angus est de démontrer que cette médiation est réalisable.
