A Canadian foundation: Promoting democratic civil society by new means

Abstract
Canada is increasingly committed to the promotion of democratic civil society in the developing world. A number of other countries are similarly committed, but in support of it are using not only traditional instruments but also political foundations with extensive networks on the ground. The paper argues that these foundations provide significant advantages and that we should consider borrowing elements from them to construct a new “Canada Foundation.” However, rather than create an organization that could compete with or divert resources from Canadian organizations already active in this field, it is proposed that the new foundation be established as a partnership among existing Canadian players in order to leverage their impact on and Canada's visibility within civil society abroad.
