Abstract

Résumé Cet article présente un cadre de référence générique qui vise à mieux appréhender la transformation des savoirs en valeur ajoutée pour le client dans le domaine public par le biais notamment du potentiel qu’offrent les nouvelles technologies de l’information et des communications (NTIC). Suivant cette perspective, la qualité des processus de transformation des savoirs individuels en savoirs collectifs structurants dépend de la qualité, au sens de l’apprentissage, des processus informationnels qu’une organisation peut mettre en place. Mais pour que ces processus informationnels puissent agir efficacement sur la transformation des savoirs, ils doivent se déployer selon une logique à la fois transactionnelle et interactionnelle. L’article montre enfin que la relation entre ces processus transformationnels et informationnels de gestion des savoirs est influencée par la stratégie, la culture et la structure de l’organisation.
