La directive-cadre européenne sur l'eau (DCE) engage les pays de l'Union européenne dans une politique de reconquête de la qualité de l'eau et des milieux aquatiques d'ici à 2015. Elle innove en définissant un cadre européen pour la politique de l'eau, en instituant une approche globale protectrice de la ressource et en fixant des objectifs environnementaux ambitieux, assortis d’une obligation de résultat. Or, le format et les impératifs induits par le texte ne sont pas ses seuls caractères innovants. Cet article entend démontrer que même si le texte de la DCE n’est pas dénué de tout lien avec la législation communautaire antérieure, il découle partiellement de connaissances développées dans l’enceinte de l’OCDE et parfois issues de domaines autres que celui de la gestion des milieux aquatiques. Par conséquent, cet article éclaire l’influence méconnue exercée en amont par l’OCDE sur le processus d’élaboration de la DCE afin de mieux en saisir l’orientation politique.
