Abstract
Résumé L’histoire du fédéralisme en Afrique est une histoire d’ambivalence. Dans la course à l’indépendance, le fédéralisme fut une idée qui galvanisa de nombreux mouvements politiques qui, après le retrait des autorités coloniales, étaient apparus pour représenter les intérêts des groupes ethniques inquiets de leur statut politique dans l’Afrique postcoloniale. Cependant, ce fut également une idée ensuite rejetée par tous ceux qui exercèrent le pouvoir étatique, qui la jetèrent dans les poubelles de l’histoire. Les évolutions récentes indiquent l’idée fédérale, à qui l’on n’avait jamais laissé une chance de se développer et qui fut étranglée dès la naissance, revient aujourd’hui sur la scène constitutionnelle de plusieurs pays africains. Cet article étudie comment les fédérations africaines ont répondu à la diversité ethnique qui caractérise leurs sociétés. Il s’intéresse tout particulièrement à savoir comment la solution d’une autonomie territoriale, implicite dans ces fédérations, a aidé à gérer les défis de la diversité ethnique.
