Abstract
Cet article montre comment plusieurs contraintes imposées par la réglementation actuelle des programmes d'employabilité vont à l'encontre des efforts faits par les jeunes personnes assistées sociales pour sortir de leur situation de pauvreté et d'exclusion. Parmi ces contraintes, il y a la coupure de prestations dans le cas du partage d'un logement, la limitation de l'accès aux subventions pour frais de garde dans le cas où une femme ne participe pas aux programmes de développement de l'employabilité, la notion de responsabilité parentale s'appliquant aux familles des jeunes prestataires, un seuil d'exemption pour gains de travail trop bas. En somme, plusieurs indicateurs démontrent que les mesures de développement de 1'employabilité proposées par le nouveau régime d'aide sociale au Québec forment le creuset d'une zone marginale institutionnalisée et contribuent à soutenir la thèse selon laquelle la finalité réelle de l'employabilité serait la gestion de l'exclusion plutôt que l'insertion professionnelle.
