Abstract
Pour l’observateur extérieur, la situation des communautés de langue officielle en situation minoritaire (CLOSM) du Canada suscite deux types de constats. Premièrement, l’éventail des droits acquis et des mesures mises en place font de la politique canadienne sur les langues officielles l’une des plus avancées du monde. Second constat, en n’intégrant pas les domaines politique et économique dans ses programmes, cette même politique place les communautés concernées dans une contradiction fondamentale : Quelle intention et quelle mobilisation collectives peuvent être nourries sans pouvoir politique ? Quelle peut être la fonctionnalité d’une autonomisation linguistique et culturelle sans dynamique sociale et économique propre ? La réponse à ces questions n’est plus tant celle de la voie classique, « indépendance ou assimilation », que celle d’une réflexion approfondie sur la place des CLOSM dans une société qui adopte, souvent aveuglément, les prérogatives matérialistes et individualistes de l’idéologie néolibérale. Gageons que des réponses novatrices fondées sur le rapport organique entre autonomie et émancipation auraient un écho favorable au sein d’un Canada qui a traditionnellement su donner une place à ses composantes singulières.
