L'article de Johann Michel cherche à étudier les relations entre les acteurs impliqués dans la fabrique des politiques publiques de la mémoire en France depuis le début de la troisième République. Sur un premier niveau d'analyse (la configuration des acteurs institutionnels), l'auteur montre que le pouvoir législatif dispose de l'essentiel des compétences mémorielles jusqu'en 1958. Le rapport entre les pouvoirs s'inverse à partir de 1959 au bénéfice de l'exécutif. Il faut attendre le début des années 1990 (adoption de la loi Gayssot) pour assister à un rééquilibrage institutionnel entre les deux pouvoirs. Sur un second niveau d'analyse (rapport entre l'État et les acteurs non-étatiques), Johann Michel montre que jusqu'à la fin de la première Guerre mondiale, l'État reste le grand ordonnateur des politiques de la mémoire (phase du centralisme mémoriel), même s'il n'agit pas seul. Depuis lors, l'État a perdu une part importante de son pouvoir d'offre, d'initiative et d'orientation des politiques mémorielles au profit de nouveaux acteurs (entrepreneurs de mémoire, collectivités locales, institutions internationales). Les pressions toujours plus grandes de la société civile et la montée en puissance de nouveaux acteurs publics, l'interdépendance croissante des acteurs entre eux obligent les représentants de l'État à davantage de négociations et de concertation dans la fabrique des politiques de la mémoire (phase de la gouvernance mémorielle).
