Abstract
L’objectif de l’article consiste à présenter les modalités de fonctionnement de la Politique québécoise de la ruralité, à partir des premiers résultats de la mise en œuvre du Pacte rural dans douze Municipalités Régionales de Comté (MRC). On teste dans quelle mesure sont respectés, à travers cette politique, les grands principes généralement reconnus du développement local. Ici, une recherche dite « qualitative » est mise en œuvre et le participant est l’objet central de la démarche. Ses témoignages, les informations fournies par la documentation officielle et la prise en compte des projets avancés conduisent à formuler un constat à la fois sur le comportement des élus locaux, et sur les limites et les possibilités de la pratique du développement local dans le Québec rural.
