Abstract
Résumé Le système de gouvernance au Québec est défini dans le cadre du fédéralisme fiscal. Les gouvernements fédéral et provinciaux se réservent les fonctions de redistribution tandis que les fonctions d’allocation des ressources sont partagées entre les différents paliers de gouvernement. C’est dans ce contexte de partage des responsabilités que les services publics locaux ont été dévolus aux municipalités. Pour assumer leurs responsabilités, les municipalités disposent d’une source exclusive de revenu, les taxes foncières. Toutefois, ce modèle de gouvernance n’a pas évolué au rythme des transformations sociales et économiques. Cet article vise à élargir le débat sur les fusions municipales pour le situer dans le contexte d’un modèle de gouvernance qui favorise le développement dans une économie dominée par le savoir.
