Abstract
为破解村级党组织书记原有管理模式制约和影响农村经济社会发展的难题，中共黑龙江省望奎县委改革农村干部管理体制，将全县109个村党支部升格为党总支．对村党总支书记全面实行县委直接介入、直接管理，取得了显著成效。
