Abstract
L’histoire des catégories de pauvreté et d’exclusion sociale depuis la création de la Sécurité sociale montre qu'elles ont longtemps été portées politiquement par des associations caritatives. A partir de la fin des années 1970, ces catégories se sont progressivement imposées comme formes dominantes de représentation et de gestion des problèmes sociaux contemporains. La pérennité de ces problématiques repose sur l’extension d'un secteur assistanciel modernisé et sur l'institutionnalisation des associations sociales privées, financées par le nouvel Etat social décentralisé. Le succès politique et scientifique de ces catégories est également lié au déclin de la catégorie de chômage et à celui de la négociation paritaire.
