Abstract
Le Japon préfère-t-il recourir aux organisations internationales de sécurité régionales et mondiales ou utiliser une diplomatie bilatérale dans le domaine de sécurité ? À travers trois études de cas, cet article examine la gestion japonaise des enjeux de sécurité touchant le Japon et son environnement géostratégique régional et mondial. Il établit que malgré son intérêt assidu d'agir à travers les us et de contribuer à la diplomatie multilatérale, Tokyo demeure toujours pris dans une logique bilatéraliste. L'engagement japonais dans le KEDO, une structure multilatérale vouée au démantèlement du programme nucléaire nord-coréen, et les efforts pour gérer le contentieux territorial avec la République populaire de Chine et Taïwan montrent que le bilatéralisme reste encore la norme en Asie-Pacifique en présence de réseaux informels. La volonté de Tokyo de jouer un rôle prédominant dans la réforme du Conseil s'est heurtée à des difficultés qui ne paraissent pas encourager le Japon dans sa quête institutionnaliste.
