L’engagement du Canada en Afghanistan s’est accompagné par une évolution progressive de la mission des forces canadiennes, par une adaptation de la doctrine militaire et par une amélioration de la coordination de l’activité des différentes agences gouvernementales. Mais, en dépit de ces ajustements, le rapport Manley devait conclure, dès 2008, que les efforts canadiens n’étaient ni entrepris à l’unisson ni soutenus par un objectif stratégique commun de réussir en Afghanistan. Cette étude vise à montrer à quel point ce type de lutte asymétrique doit, pour avoir une chance de réussir, être sous-tendue par une volonté politique indéfectible basée sur des objectifs stratégiques clairement établis et résolument poursuivis. La mission canadienne dans le Sud de l’Afghanistan constitue un exemple probant et récent d’une opération de contre-insurrection intégrée conduite dans un cadre pangouvernementale illustrant à quel point l’absence d’une orientation stratégique définie par le pouvoir politique peut hypothéquer les chances de réussite de l’ensemble de l’effort de guerre.
