Abstract
Qualifier les États-Unis de superpuissance, dans l’état actuel des choses, s’apparente à un truisme. Cependant, superpuissance n’est pas synonyme d’omnipotence. Depuis la fin de la guerre froide, les États-Unis traversent une phase d’introspection sur la définition de leur puissance et sur les moyens d’en user – dans un contexte planétaire ambiant de montée de l’anti-américanisme. Malgré le fait de posséder la première armée de la planète, les États-Unis n’ont pas, pour autant, la capacité d’imposer leur loi à l’échelle du monde : leur liberté d’action n’est pas absolue mais bridée par des impératifs d’ordre diplomatique, politique et moral. À une époque où les gouvernants américains ont érigé l’autodissuasion en dogme, comment la puissance américaine se répercute-t-elle à la surface du globe ?
