Abstract
The April 2014 election, called by the Parti Québécois less than two years after being elected to form a minority government, marked an important turning point in the identity debate in Québec. Much of the campaign centered on the Québec Charter of Values, which, in the name of protecting Québec identity, would have curtailed the individual rights of many immigrants and minorities. All teachers, nurses, and public servants who refused to obey a rigid new dress code would be fired, a move that led to a very public split in the party. Initially, the government expected victory, given the early support for the Charter in the rural areas, but soon discovered that the same people who were fearful of immigrants were even more frightened by the prospect of a referendum, a problem that Premier Pauline Marois was never able to contain. These two issues led to the worst defeat for the PQ since 1970, and the re-election of a tentative and lackluster Liberal Party, ousted just two years before under a cloud of corruption.
