Abstract
In Agenda 21 (the sustainable development document emerging from the 1992 United Nations Conference on Environment and Sustainable Development) gender issues are highlighted as central to environmental and sustainable development planning. International development institutions and non‐governmental organizations (NGOs) have since adopted the principles and goals of Agenda 21. However, the adoption of sustainable development strategies at the national and organizational level has not translated into gender‐sensitive environmental planning. This article challenges the assumption that policies necessarily get translated into practices and summarizes the difficulties of gender mainstreaming in environmental planning.
